A working paper from the University of Wisconsin - Madison that attempts to explain the reasons for the declining productivity of American colleges and universities in producing academic degrees. It concludes, in part, that "a lack of rigorous evidence about both the costs and effects of higher education practices intersects with a lack of incentive to use cost-effectiveness as a way to guide decision-making."
