Two of the highest profile government speakers at the CHEA conference focused on issues central to private-sector schools. Representative Virginia Foxx (R-NC) expressed doubts about the wisdom of the Department of Education's recent regulatory changes. She "also promised that the committee would hold 'several hearings a week,' many focused on 'whether the federal government's role in higher education can be fulfilled by the states.'"

Eduardo Ochoa, assistant secretary for postsecondary education, indicated that the forthcoming final rules on gainful employment may be significantly different than the previous version. He said, that "The regulations as they come out will be significantly different, better," and "people will appreciate their suggestions having been listened to."
