Analysis by the Center for College Affordability and Productivity that suggests that "colleges have increased the prices that they charge students and captured most of the subsidies intended to make college more affordable." This happens most often when a government subsidizes an inelastic good such as education. By making educational funds an entitlement avaialble to all, the government increased students' ability to pay without making college more affordable. Colleges pocketed the increase.
