A letter signed by 118 US Representatives expressing disappointment that the final budget compromise for 2001 did not include language prohibiting the Department of Education from implementing the proposed Gainful Employment regulations. The writers argue that, despite Obama's goal of leading the world in college graduates by 2020, "the Department's arbitrary proposed rules on private sector colleges and universities will disproportionately affect the most disadvantaged of students and limit access to one of the few sectors of higher education that continually evolves to meet workforce needs."
